Club Policies
Club Policies are separate from the Constitution. The Constitution acts as the foundation of the club where as the Policies act as the frame work. Club policies are in effect as long as they are posted in this section. As such some policies may change from year to year and with the Executives. Club Policies do not have to be added to the Constitution unless the Executives and Members deem them significant enough to be added at which point the Constitution must be amended.
An excerpt from the 2009 Anime@Carleton Constitution,
Article III.I: Polices
Policies may be created by two-thirds of the Executives or the majority of the General Members at a General Meeting. Policies shall be divided into two categories:
- Permanent Policies are policies that must be followed and can only be dissolved by two-thirds of the Executives and the majority of the General Members.
- General Policies are policies that must be followed as long as they are posted. They may be dissolved by two-thirds of the Executives.
Policies may have specific conditions attached that must be met in order for them to be dissolved that are not listed here.
Policies are in effect once they are ratified and must be posted on the website in the Policies section. Any policies that have a large scope or impact on the club may be added to the Constitution.
All Policies relating to “Executive Control” can be dissolved by the majority of the General Membership at a General Meeting that has been called for that purpose.
Permanent Policies
Concerning the showing of “Fansubs”
The club’s policy in regards to the showing of “fansubs” is if a series is licensed for DVD distribution in North America we will not show the “fansubs” of the series in question. If we do show a series that has been licensed we will acquire screening permission from the North American license holder and show the official Region 1 DVD version of the said series.
If we are most of the way through a showing year and a series we are showing gets licensed we will continue to show it unless we are contacted by the North American license holder. Also, we will post on the website that the series has been licensed in North America and provide the name of the company that has acquired the licensing rights.
On a side note, A@C’s membership in Right Stuf’s ‘Stuf for Clubs’ Anime Club Support Program is dependent on that we do not show fansubs after the series has been licensed in North America. We will only finish up showing a fansubbed series if we are a few episodes away from finishing it.
General Policies
Executive Control
Executive Control is a policy that allows the Executive members to bypass all the constitutional red tape for the day to day running of the club. This is so decisions can be made without having to call a General Meeting and having a vote of all the Student Members present at the meeting. The policy is meant to speed up the decisions that the Executives have to make.
This policy does not support the Executives making any fundamental changes to the club. If a fundamental change is being considered it has to be proposed at a General Meeting so all Student Members present may vote on it.
This policy may be dissolved if the majority of the General Members call for it to be dissolved or by two-thirds of the Executives.
